Executive Engineer except lar. Fisher. None of the other Executive Engineers have ever complained of insufficient power being delegated to them nor of undue interference with them in the performance of their

duties.

Paragraph 11 (c). The procedure recommended is that at present carri- -ed out in the case of works designed and executed by the officers of the Department. I do not however see how any bill of quantities can be guaranteed as correct. Engineers are not infallible, nor is it possible to prepare beforehand exact details of everything required in the execution of any work.

Paragraph 11 (d). The employment of a trained measuring staff is open to objection as the responsibility for the accuracy of the quantities and estimate is thereby divided. No one should be more capable of tak- -ing out the quantities for any work than the engineer who has designed it and who must know what he wants. There are many offices in England in which large works are designed and carried out, where the quantities are measured by the engineer who designs the work. Paragraph 11 (e). I can see no advantage in the arrangement proposed. Very few of the Contractors with whom this Department has to deal are capable of preparing such statements and the time of officers would be wasted in endeavouring to verify inaccurate statements. As the Engineers must go through the quantities in order to check the bills, it should be simpler for them to prepare such bills themselves.

Paragraph 11 (f).

The statements prepared generally contain all the information suggested with the exception of the amount of the Contract, which can be easily inserted.
